High out-of-state tuition negates Plan 2008

I hear all about Plan 2008, which is apparently going to increase diversity on campus by a certain percent by the year 2008. My question: Where is this diversity going to come from? The administration's answer seems to be, \from Wisconsin and Minnesota, of course,"" because they sure aren't enticing out of state students to enroll'or stay, for that matter'with harsh tuition increases. Quite frankly, there aren't enough ""diverse"" eligible students in Wisconsin and Minnesota to satisfy the plan.
