A dispute within NATO appeared to have been resolved Sunday night with agreement in Brussels to allow the trans-Atlantic alliance to help Turkey plan defensive measures against a possible war on its border with Iraq.
Meanwhile, senior administration officials have said the United States and Britain are drafting a new resolution for submission to the council this week. It is likely to set specific disarmament tasks Iraq must complete before the next briefing from U.N. weapons inspectors March 1. Assuming that Iraq won't satisfactorily comply, officials have indicated President Bush will then be prepared to make a war decision, with or without council agreement.
At Friday's meeting Chief U.N. inspector Hans Blix said some progress was being made.

The Open Book Caf?? opens today at College Library. The caf??, which is the first to be located within a library at UW-Madison, will be on the library's first floor.
The Wisconsin Union deli operation within the library will offer specialty coffees, teas, juices, smoothies, fine bakery goods and sushi. The caf?? will be open Sunday through Thursday, noon to 2 a.m. and Friday and Saturday, noon to midnight.
The caf??, which includes a seating area, will have a grand opening celebration with specials, samples and prizes March 31 to April 4.
