Matthew T. Franke, 23, of Pewaukee, Wis., was convicted Monday of a second-degree sexual assault that happened at last year's Mifflin Street Block Party, according to a report in the Wisconsin State Journal. 

 

 

 

Franke pleaded no contest to the charge in Dane County Circuit Court. Six other felony counts against Franke were dismissed. Assistant District Attorney Gretchen Hayward will ask in a plea agreement that Franke serve a maximum of five years in prison.

According to the criminal complaint, Franke took a woman to a random apartment after he met her at the party. He then brought her into a bedroom and assaulted her. The owner of the apartment, who did not know Franke or the victim, discovered them in the apartment later and called the police. 

 

 

 

 

 

 

 

The state Assembly unanimously passed a bill Tuesday that makes it illegal for prison guards to have sexual intercourse with their inmates, according to an Associated Press report. 

 

 

 

Under the bill, offenders face a maximum of 40 years in prison and $10,000 in fines. The bill applies to guards in county jails, state prisons and boot camps. 

 

 

 

Currently, Wisconsin is one of only four states that do not outlaw intercourse between guards and inmates. Prison officials conduct five to ten inquiries into inmate-guard sex each year, according to state officials. 

 

 

 

The bill will now go on to the state Senate where, if it is passed, it will need Gov. Jim Doyle's approval.
