Library Mall piccolo player Thomas Ryan, who was issued a ticket in May for making \unreasonable noise,"" has been issued a second ticket for a noise violation Sept. 25, in front of the University Book Store.
Ryan claims he was following the orders he was issued in August when he went to trial for his first ticket. The judge had ordered Ryan to alternate between several locations and play for no more than one hour at each location. Ryan is currently appealing his first ticket.
Ryan said the Madison police officer ticketed him Sept. 25 without giving him a warning to stop or relocate.
