A Wispolitics.com survey of Wisconsin Democratic Party chairs shows a majority predict U.S. Sen. John Kerry, D-Mass., to win the state's Feb. 17 primary.

However, Kerry only trumped his rivals when it came to personal choices of the chairs, getting personal support from 10.

Gen. Wesley Clark got the support of nine chairs, Howard Dean got the support of eight and John Edwards got the support of five.

Also, 27 chairs predicted Kerry would win, and 34 said he would win the Democratic nomination. This is opposed to five chairs for Edwards and three for Clark regarding their nomination chances.

The survey occurred via telephone from last Wednesday through Sunday. Forty-eight of 68 county chairs answered questions.

These results come as the four major campaigns started TV ad and personnel resources in the state.

Carol Schumacher and Virginia Wolf plan to apply for a marriage license in Eau Claire on Thursday, National Freedom to Marry Day, according to the St. Paul Pioneer Press.

Under current Wisconsin law, same-sex partners cannot obtain a marriage license. Schumacher and Wolf say although they will not be successful Thursday, they want to raise awareness of the issues involved with same-sex marriages.

Janet Loomis, Eau Claire County clerk, said this will be the first request for a marriage license by a same-sex couple in the county.

This comes as state Rep. Mark Gundrum, R-New Berlin, plans to introduce a resolution to amend the state constitution to define marriage as between one man and one woman.

In 2003, Chancellor John Wiley formed the Office of Corporate Relations at UW-Madison to maintain contacts with corporations relating to the university. Since its formation six months ago, the office has already made contact with more than 300 commercial organizations, according to a Monday press release.

Wiley formed the office to give businesses a way to gain contacts and resources from the university, thus establishing helpful relationships with Wisconsin corporations.

Representatives from the office also presented to more than 30 Wisconsin organizations and met in workshops with over 100 UW System entrepreneurs who are also faculty and staff, according to the release.

The Student Services Finance Committee decided Monday to approve a budget for the University Health Services that would allow for some expansions but not include others representatives placed on a \wish list.""

UHS Representatives said they could perform the same tasks they do this year with a 3.6 percent budget increase for next year, totaling a minimum budget of $12,306,216.

But the SSFC voted in favor of a $12,497,446 budget, allowing for Web site expansions among others.

The proposed ""wish list"" budget, which the SSFC did not approve, was for $13,030617.

However, UHS has a non-allocable budget, meaning its final budget decision rests in the hands of Chancellor John Wiley instead of the SSFC. Instead, the SSFC decision will serve as a recommendation to Wiley.
