Milwaukee gained its first newly elected mayor in 16 years, as former Congressman Tom Barrett defeated acting Mayor Marvin Pratt by more than 50 percent, according to WisPolitics.com.
Pratt, the city's first African-American mayor, took over after the resignation of John Norquist. Questions regarding Pratt's campaign finances lead to five civil charges filed against him during the week before the election.

The election was racially polarized, as a WTMJ-TV exit poll reported that 92 percent of black voters supported Pratt and 83 percent of white voters supported Barrett.
Barrett will be sworn in April 20, 2004.
