The driver contacted police after around 3:30 a.m. Sunday and told them he saw Michael Makar use a crowbar to open a building on the 100 block of West Mifflin Street, according to Madison Police Department spokesperson Joel DeSpain.
DeSpain said officers stopped a bicyclist near the State Capitol with a 20-inch crowbar tucked into his pants and who matched the driver’s description.
