UW-Madison police arrested a man Tuesday for two attempted abductions on or near campus within the last two weeks. The perpetrator has now been identified, and according to federal court documents, he is a sex offender serving probation for child pornography charges.
Coleman Chung, a 30-year-old Monona man, was arrested by UWPD for two separate incidents in which he tried to kidnap UW-Madison women, according to a petition filed in federal court and obtained by the Wisconsin State Journal. Both victims escaped but the second one was seriously hurt, the petition said.
Chung is currently serving a five-year probation sentence for possessing more than 1,000 child pornography images. He is listed in the national sex offender registry.
More details have also emerged about the second campus incident, which was widely publicized by UWPD for public safety reasons. Near Ingraham Hall, Chung allegedly attacked a woman who was walking home from College Library Oct. 2 at approximately 1 a.m.
The petition goes on to state that in the second attempted abduction, Chung tried to bind the victim’s wrists and cover her mouth with duct tape. While attempting to put the woman in the trunk of his car, he reportedly cut the victim’s throat with a knife, requiring stitches. He also allegedly used a hatchet to strike the victim in the face and neck area multiple times.
Chung is an MATC student who had been living with his father in Monona, the petition said. He was arrested on child pornography charges in 2015.
UWPD officially announced the arrest Thursday afternoon and urged "anyone who believes they may have been the victim of a crime involving Chung" to call UWPD at (608) 264-2677 or Madison Area Crime Stoppers at (608) 266-6014.
