For two days at the end of September, multiple teen inmates were engaged in various violent incidents, contradicting recent reports of improved environment by a court-ordered monitor at Lincoln Hills School for Boys.

Legislators urged the Joint Committee on Finance to postpone construction of a new juvenile detention center in New London, which would replace the Lincoln Hills School for Boys because of environmental concerns and lack of transparency with residents.

Though the state approved a plan to close the controversial Lincoln Hills and Copper Lake juvenile prisons earlier this year, lawsuits over conditions at the facilities are above $20 million and rising.
